Performance Management Recommendations for the New Administration

This report, released just prior to the 2009 U.S. Presidential election, reviews lessons learned from past government performance management efforts and makes recommendations for improvement. A key recommendation is that performance information be used to improve performance, not just report it. The author went on to head the Office of Performance and Personnel Management at the U.S. Office of Management and Budget during the first term of the Obama Administration, where she was able to put many of the report’s recommendations into practice.
